L. Matheson in May 1974, at the request of the Halls of Residence Committee - to investigate vacancies that are occurring in the Halls of Residence, the reasons for such vacancies, steps that might be taken towards resolving the problems and making the most effective use of the Halls. Membership consisted of two members of Council, a member of the Halls of Residence Committee and the Wardens of Richardson and Howitt Halls. The committee reported to Council through the Halls of Residence Committee. Input to the enquiry was sought from all parties concerned and management consultants were commissioned to report on the financial operations and management structure of the halls. Private meetings and discussions were held with wardens, hall managers, university officers and student residents. A public meeting was held at Deakin Hall.
An interim report was prepared in October 1974 making recommendations for both operational and administrative changes in the halls, the major change being to combine the halls into a single management entity. The committee’s final report to Council in July 1975, considered the effectiveness of these changes, made further recommendations and directed that a special report be made at the end of the year by the Halls of Residence Committee. The Enquiry Committee was subsequently dissolved.
