It was formed initially for 3 years with 6 members empowered to attend any meetings and required to report only work of a substantial nature. Membership consisted of - Mr H. M. McKenzie and Mr S. S. Nevile appointed by Council; Professors P. L. Waller and K. C. Westfold appointed by the Professorial Board; and Professor D. B. Miller and Dr I. McCance elected by the non-professorial teaching staff. Professor Westfold acted as Chairman and membership remained unchanged with the exception of Mr R. J. Kinsman who joined the committee in 1982 after the death of Mr Nevile.
The committee’s terms of reference were - to review all statutes, statutory bodies, regulations, administrative and academic that affect finance, teaching, research, administration, maintenance, staff or promotion procedures within the University, and... to make recommendations to Council relating to the establishment, continuation, modification or removal of statutes, regulations, boards, committees and procedures.
More specifically the committee was charged with the task of considering and reporting on areas of concern prominently featured in submissions to an earlier Council sub-committee on University government and administration. The committee met monthly and widely canvassed University opinion. By July 1985 its deliberations were largely complete. During its 8 years of existence members had investigated and prepared reports on the following:

- Areas of Studies in the Faculty of Education (Feb. 1981)
- Appointment of Professional Library Staff (Aug. 1983)
- Role, Appointment and Tenure of Deans (Nov. 1983)
- Proposal for a Senior Lectureship Promotions Committee (Dec. 1983)
- Discussion Paper on the Professorial Board (Sept. 1984)
- Report on the Professorial Board (May 1985)
- Revised Report on the Role, Appointment & Tenure of Deans (July 1985)
- Report on the Committee of Deans (July 1985)
- Report on the Faculty Boards (July 1985)
