Groves, MLA and pioneer of the scheme for a school.. Other members included Cr. J. C. Farmers, Mr S. C. Jones, Mr H. J. Richardson, Mr A. C. Lloyd, Mr C. G. Stevens, Mr F. A. Bunny, Mr R. J. Dorey and Mr T. G. Newton. Council was assisted by its three standing committees i.e.. Finance Committee, Officers and Servants Committee, and Scholarship Committee. The school was renamed Caulfield Technical College in 1958. In 1967 the permanent Council of the Victorian Institute of Colleges was formally constituted. Caulfield Technical College was removed from Education Department control to become an affiliated member of the VIC and renamed the Caulfield Institute of Technology with a newly appointed Council. With the Director of the Institute (first appointed in 1969) acting as its chief executive, the Council was composed of prominent men and women of industry, education and government, in addition to (since 1973) elected representatives of the academic staff of the Institute, students and graduates.
For tertiary work CIT Council was subject to the general control of the VIC which made recommendations to government on the provision of funds and on salaries and conditions of service for staff. Non-tertiary work remained under the control of the Education Department for which it allotted funds and appointed staff. The CIT Council was dissolved at the end of 1981 as a result of the amalgamation of CIT with the State College of Victoria at Frankston. A new Council was appointed in 1982 comprising representatives of both Caulfield and Frankston campuses. Chisholm Institute of Technology was constituted by an Order-in-Council on 2 March 1982. The order enabled the amalgamation of the Councils of Caulfield Institute of Technology and the State College of Victoria at Frankston and incorporated the constitution of the new CIOT Council. Mr K. D. Green became the first President of Council and membership included representatives of staff and student groups. Council established standing committees - Building and Property, Finance, Legislation, and Staffing to assist in its management and control functions.
Through a resolution of Council in 1988, CIOT joined the Unified National System and set in train processes by which Chisholm would obtain university standing through an association with Monash University. Negotiations continued throughout 1989 and the Monash University Act was amended to create a merged institution on 1 July 1990. CIOT Council held its final meeting on 12 June 1990.
