Its terms of reference were wide ranging, i.e.. to advise Council upon, and where necessary decide, questions of ethics in relation to the practice of IVF skills, 1) which have been referred to it by Monash University or any other person authorised by Monash University by way of licence or otherwise to practice those skills; or 2) on any other relevant matter.
Membership consisted of the Vice-Chancellor, two Council members, two members of the Professorial Board, the Dean of Medicine, Chairman of the Department of Obstetrics and Gynaecology, a representative of the Centre for Human Bioethics and a further four members co-opted by Council at least two of whom were to be female. The committee held its inaugural meeting on 10 November 1986 at which members considered a proposed research application from the Infertility Medical Centre. Further consideration of this application at the second meeting on 2 March 1987 found problems with relevant legislation which members proposed seeking to have changed. The committee has not met since 1987.
