Frankston Teachers' College was established in 1959 and was one of four colleges established by the Education Department of Victoria to provide training for primary teachers. The State College of Victoria Act of 1972 gave former Victorian teachers’ colleges independence from the Education Department. Under this Act the State College of Victoria, was established as a body corporate - to advance the provision of tertiary education in branches of learning of importance in the preparation of teachers, and to coordinate the development of its eleven constituent colleges. An Order in Council, effective 1 August 1973 constituted the State College of Victoria at Frankston.
