Membership comprised the Vice-Chancellor and nominees from each of the Professorial Board, General Staff Association, Staff Association, Monash Research Students Association and Monash Association of Students.
After four meetings the committee’s name was changed to the Parking and Traffic Committee, combining what were seen as closely associated functions. In 1970 its terms of reference were defined as: advising Council on the provision of car parks, the allocation of parking space, the establishment of principles and the fixing of charges for parking permits and the expenditure of any future net revenue from parking; formulating parking and traffic regulations and advising Council on their administration including procedures for dealing with infringements.
Because of an overlap of function between the Parking and Traffic, Safety, and Buildings Committees, Council in 1971 approved a reversion to the title Parking Committee which became a committee of the Professorial Board and was to deal with all problems concerned with vehicle parking and also to advise the Buildings Committee on the construction of new car parks. In 1976 the provisions of the Road Traffic Act were extended to include the University campus. Parking infringements were no longer dealt with under the Discipline Statute and consequently, in 1978, the Parking Committee was again made a Standing Committee of Council. Its terms of reference were updated to: make recommendations to Council on parking policy and development of parking facilities; advise Council on ... provision of parking facilities; administer parking facilities and implement parking policy; arrange preparation and submission to Council of an annual budget to ensure parking remains self-supporting; assess the number of car park areas to be reserved for permit holders; define areas requiring provision of signs ... for safe parking and conformity with the Road Traffic Act; recommend the extent of special parking facilities for University vehicles; assess request for special parking provisions; and encourage close co-operation between the Parking Committee and other sections involved in parking matters.
Continuing dissatisfaction with parking provisions among both staff and students led to the appointment by Council in 1983 of an ad hoc committee to review the Parking Committee’s terms of reference, and the University’s policy on parking. The ad hoc committee recommended avoiding further confusion and dissatisfaction by formulating a long term parking plan. The suggested master plan was completed in 1987.
With the prospect of the university becoming a multi-campus institution it became evident that the role and function of the Parking Committee were no longer appropriate for a Standing Committee of Council. At its last meeting on 7 June 1990 the committee recommended to Council that its role, function and responsibilities be transferred to another body. Council approved the recommendation and from 1 July 1990 matters pertaining to parking at the enlarged university were referred to the Manager of Central Services.
