Monash Vice-Chancellor Dr J. A. L. Matheson was invited by the VUC to chair CASCA whose role would be to develop a charter for the new statutory body. CASCA's first meeting was held in April 1973.
A Steering Committee was appointed by CASCA at its first meeting, to be chaired by Monash Pro-Vice-Chancellor Professor W. A. G. Scott. CASCA met five times, and its Steering Committee nine times, during 1973-74. CASCA's report was submitted to the Victorian Universities and Colleges Committee in July 1974.
