The program was based at 'Oberwyl' in St Kilda and live-in participants were drawn from the Commonwealth, Victorian, New Zealand and Zambian public services. The program involved a blend of action learning through host placements, small group learning and formal instruction through the MBA program.

This series of files covers every aspect of the first six programs held between 1989 and 1992.
