Its function was to be advisory and investigative and its membership small and representative of the whole university. The committee itself was to decide what staff were necessary to fulfil its functions. The committee investigated matters referred to it by the Professorial Board including such things as teaching methods, examining techniques, interdisciplinary education and student workloads.
In 1966 the committee appointed an Education Research Officer, and by 1969 the Higher Education Research Unit had been established. Although initially the roles of Chairman of the Standing Committee and Director of HERU were filled by the same person and the two bodies worked closely together, the Standing Committee gradually took on an advisory role to HERU and became a channel of communication between HERU and the Professorial Board.
In 1974 after reviewing both bodies the Professorial Board combined HERU with the Television and Other Audio Visual Aids Section creating the Higher Education Advisory and Research Unit. The Standing Committee on Education and the Standing Committee on Television and Other Audio Visual Aids were both dissolved and a new Standing Committee on HEARU established.
