Professor Sir Edward S.R. Hughes was a director of the Memorial Trust during this time as well as being the first Chairman of the Menzies Foundation (which was established during 1979 and located in Clarendon Terrace, Melbourne). The Foundation was a national committee of the Trust. There were also state committees of the Trust in a number of capital cities and these were in effect sub-committees of the Foundation.

The primary objective of the Foundation was to "encourage and support research in health, fitness and physical achievement; research of public education in the improvement of the health and quality of life of Australians; research into programmes for increased participation, enjoyment , performance, achievement and safety in sporting and leisure activities".
